Las fronteras del siglo XXI. La externalización y la desnaturalización de los espacios de transición

Resumen

A través de un análisis comparado y que abarca transversalmente las políticas Europeas, estadounidenses y australianas, se quiere demonstrar como la tendencia internacional de gestión migratoria se direccione hacia la repulsión de los extranjeros afuera de los territorios nacionales, disfrazando estas medidas de discriminación territorial como formas de lucha a la criminalidad transnacional. Los resultados muestran preocupantes propensiones que, de forma reiterada y aparentemente coordinadas, se traducen en un alejamiento de los extranjeros desde la jurisdicción de los Estados tradicionalmente de destino, y de criminalización de aquellos que logran alcanzar sus destinos finales. En un periodo de planeación internacional a largo plazo en el marco de las Naciones Unidas, estas tendencias pueden implicar cuestiones preocupantes que deberían ser tomadas en cuenta por la Sociedad Civil en el marco del monitoreo de estas actividades.
